NEW YORK (Dow Jones)--Bank of America Corp. (BAC), the largest U.S. bank by assets, plans to charge customers a $5 monthly fee for making debit card purchases starting early next year, according to an internal memo sent to bank executives Thursday.

The fee will apply to customers with various checking accounts during any month they use their debit card to make a purchase. The fee will not apply to customers who do not use their debit card to make a purchase or who only use it to make ATM transactions.

Bank of America is trying to cushion revenue losses it expects to incur from new caps on the fees merchants pay when a customer uses a debit card at their stores. In June, the Federal Reserve Board finalized rules capping such fees at 24 cents per transaction, compared with a current average of 44 cents.

The smart people will leave the corporate banks and go to credit unions where the members are the shareholders and can fight agains t such bu@!$%# tactics. The stupid and those who don't care can stay with the wall street skanking industry!

    This just goes to show, if they can't f*ck us over one way, they will find another way. Don't blame Durbin for this, get mad at the company doing the screw over.

    The laws didn't make the banks charge more, the law removed fees banks charged for using cards. Now the banks are adding new fees directly to consumers.

    The new fees (greed) are strictly the responsibility of the bank and people should keep that fact as their focus.

    The solution is simple, STOP SUPPORTING Bank of America or the other multinational banks and Move your money to a local credit union.

    This is such a pain in the ass, I've been at BofA for decades. I refuse to pay this fee though. I'm writing them today and letting them know how I feel, and I'll start using my credit union for checking soon, Dammit.

    So the actions by a company to make up profits that they were bilking merchants and card holders for is now being a little more blunt about it? isn't this just good business? Won't the free market determine whether or not this is an acceptable business practice? This amendment did not come out of a vacuum, customers were complaining and could not go to another business because the practices were industry wide.

    The banks and corporations will always get their money. The best way of dealing with it is by voting with your pocketbook rather than expecting a politician to solve all your problems.

    By the way, if banks did not charge this fee, it would not mean they would go out of business. It would mean they might have to either become better at what they do (provide better service) or create new products.

    g-creep......I've been voting with my pocketbook against the big banks FOR YEARS. I also don't patronize any business that calls those who don't vote their owner's way as stupid (home despot). I'll be changing my cell carrier cause of who they fund and giving our phone $$$ to one that dosn't lobby against me! Like I said.....I've been voting with my pocketbook for years. But thanks for the idea. Hopefully many others might do the same

    Just do NOT stay with your bank when they start to charge you for anything else.  JOIN A CREDIT UNION and you will be safe there.  It is owned by the members.

    I already do. There are too many banksters who have been given our money for making risky loans.

    However, that doesn't excuse Dick Durbin's stupidity.

    You do understand that you were paying this before, they just weren't being so direct about it. This is a move to make up the revenue they are going to lose by not being able to charge you on the back end.

    Some people are against protections. Do you think the banks care about you g-creep! At least durbin was trying to protect you. Better than what YOUR SIDE does to the rest of us! They continually side WITH big skanks and their corporate handlers!
